This book focuses on retention challenges in the State of Qatar’s public and semi-private sectors and illustrates various human resource management strategies and their role in selecting effective HRM practices to form the desired HRM policy. It closely examines the relationship between employees’ perceptions of HRM practices—such as performance management, rewards and promotions, and training and development—and their impact on job satisfaction and turnover intentions in public organizations in Qatar. This is done with an emphasis on the configurational perspective of Strategic Human Resource Management, in contrast with the situation in the semi-private sector. The study in this book examines how employee turnover intention is impacted by Qatar’s 2009 HRM policy within the public sector in comparison to the country’s semi-private organizations. All discussions in this book are framed within the specific context of Qatar as a GCC country, making the findings similarly applicable to other GCC countries.
